Howard County Circuit Court Clerk

The Circuit Court for Howard County handles all marriage license applications and copy requests. The Marriage License Department is located at 9250 Judicial Way, Suite 1900, Ellicott City, MD 21043. The main phone number is 410-313-5850. Office hours run Monday through Friday, 8:30 AM to 4:30 PM. Applications must be submitted by 4:00 PM to be processed the same day, so plan to arrive no later than 3:45 PM to allow enough time.

The license fee is $50. Certified copies cost $5.50 each. In-person payment can be made by cash or credit card, including Visa, MasterCard, and Discover. For mail requests, send a check or money order payable to "Clerk, Circuit Court for Howard County." Civil ceremonies are also available by appointment at $25, held Monday through Friday from 9 AM to 11 AM and again from 1 PM to 3 PM.

Applying for a Howard County Marriage License

Both parties must appear together in person at the Howard County Clerk's office to apply. You cannot send just one person. Each applicant needs a valid photo ID. Under Md. Code, Family Law § 2-401, a valid license is required before any marriage ceremony in Maryland. The application takes roughly 15 minutes.

After you apply, the 48-hour waiting period under Md. Code, Family Law § 2-405 takes effect before the license is released. The clock starts the day you apply, and the license becomes valid at 6:00 AM on the second calendar day. Plan your timing carefully. If you apply on a Wednesday afternoon, for example, the earliest you can use the license is Friday morning. Once issued, the license is valid for six months from the date it was issued. If the ceremony does not happen within that window, you need to start the process over and pay the full fee again.

There is no county residency requirement. You do not need to live in Howard County or even in Maryland. Couples from other states regularly apply here. Both applicants must provide their Social Security numbers at the time of application. If either party was previously married, the Clerk may ask how that marriage ended, and it helps to bring documentation such as a divorce decree or death certificate.

Here is what makes this collection especially useful for genealogists: during much of this period, Howard County had no waiting period. That drew couples from across the region.
