Carroll County has updated its check policy, so it is worth confirming current payment methods before you send anything by mail. The office can confirm what forms of payment they accept at the time of your request.

Civil ceremonies are also available through the Clerk's office. The fee is $25, and you need to schedule by appointment. Ceremonies are performed by the Clerk or designated deputies.

How to Apply for a Carroll County Marriage License

Both parties must appear in person at the Clerk's office to apply. You will each need to bring a valid photo ID. Under Md. Code, Family Law § 2-401, a marriage license is required before any marriage ceremony can take place in Maryland. Carroll County follows this state requirement like all other counties.

After you apply, there is a 48-hour waiting period before the license is issued. This is a statewide rule. Once issued, the license is valid for six months. If you do not use it within that time, you will need to apply again. The ceremony must take place in Maryland. Some couples plan ahead and apply a week or two before their ceremony date to avoid any timing issues with the waiting period.

Carroll County does not have a specific residency requirement. You do not need to live in Carroll County or even in Maryland to get a license here. Many couples from neighboring states choose to obtain licenses in Maryland counties for convenience.

Note: Carroll County has updated its check policy for mail-in requests. Contact the Clerk's office at 410-386-8710 or 888-786-0039 to confirm accepted payment methods before mailing your request.

Carroll County Marriage Records: Historical Depth

Carroll County has one of the longer marriage record histories in the state. Records start in 1837 and run continuously to the present. That is more than 185 years of documented marriages in this county. However, not all of those records are equally easy to search. Records from 1837 to 1900 are not indexed, which means you cannot simply look up a name in a database. Searching those early records requires manually going through the volumes, which takes more time. If you are doing genealogy research for that period, contact the office first to understand the process.

Records from 1900 onward are indexed and much easier to locate. For records from 1990 to the present, copies are also available through the Maryland Department of Health in addition to the Circuit Court. For records before 1990, the Circuit Court is the primary source. The Maryland State Archives also holds early Carroll County marriage records, including marriage licenses from 1837 to 1851 (MSA CM1282) and from 1851 to 1867 (MSA CM1285). These are available for genealogy research through the Archives.

Certified Copies of Carroll County Marriage Records

You can request certified copies in person or by mail. In person is faster since staff can process while you wait. By mail, send your written request with the names of both parties, the date of the marriage, your return address, and the number of copies you want. Include a check or money order for $5.50 per copy plus a self-addressed stamped envelope.

Visit the Carroll County marriage records page for the most current instructions. The office also handles requests by phone if you have questions about what to include or how to format your request. Certified copies are often needed for legal purposes such as name changes, insurance updates, or immigration paperwork. Plain (non-certified) copies may be available at a lower cost if you only need a reference copy rather than a legal document.

Under Md. Code, Family Law § 2-503, the Clerk reports marriage information to the Secretary of Health. This is how statewide vital records databases are maintained. It also means that for more recent marriages, you have two places to request copies: the Circuit Court and the Department of Health.
