Washington County Circuit Court Clerk

The Clerk of the Circuit Court for Washington County is at 24 Summit Avenue, Hagerstown, MD 21740. The main phone number is 301-733-8660. Office hours are Monday through Friday, 8:00 AM to 4:30 PM. Note that Washington County starts one half hour earlier than most Maryland county clerk offices, opening at 8:00 AM rather than 8:30 AM. If you are coming early in the morning, this means you can arrive and start your request sooner than you might expect.

Hagerstown is the county seat and the largest city in Washington County. The courthouse sits in downtown Hagerstown and handles all marriage records for the county. There is no online database for current marriage records, so all searches and certified copy requests must go through the clerk's office directly. Applying for a Washington County Marriage License

Both parties must appear in person at the clerk's office to apply for a Washington County marriage license. If either party was previously married, bring a divorce decree or death certificate showing the date and place the prior marriage ended.

The ceremony must take place in Washington County. Under Md. Code, Family Law § 2-406, the officiant must perform the ceremony in the county where the license was issued. After the ceremony, the signed license returns to the clerk's office and becomes the permanent Washington County marriage record.
