Columbia has no city government and no courthouse of its own. All government services, including marriage licenses and court records, run through Howard County. The Clerk of the Circuit Court for Howard County is Wayne A. Robey. His office handles everything from new license applications to certified copy requests to civil ceremony scheduling. There is no satellite office in Columbia; you must go to Ellicott City for in-person requests.

The Howard County marriage license page at courts.state.md.us covers the current fee schedule, requirements for previously married applicants, and the rules on minor marriages. The clerk's office main page lists all departments and contact details. Check both before your visit to confirm current hours and any procedural updates.

Applying for a Marriage License in Columbia

Columbia residents apply at the Howard County Circuit Court in Ellicott City. Both parties typically appear together, though Howard County allows one party to apply with valid ID for both people. Bring a government-issued photo ID and your Social Security number. If either party was previously married, you need to show how that prior marriage ended, with the date, place, and either a divorce decree or a death certificate.

The marriage license fee is $50. Howard County accepts cash, check, and credit cards at the licensing office. Under Md. Code, Family Law § 2-401, a valid license is required before any marriage ceremony in Maryland. After the clerk issues your license, a 48-hour waiting period applies under Md. Code, Family Law § 2-405. Your license becomes valid at 6:00 AM on the second calendar day after you apply. The license stays good for six months from that date.

No blood test is required. Social Security numbers must be given at the time of application but do not appear on the issued license. If you plan to marry in a location outside Howard County, you must apply in the county where the ceremony will be held. Under Md. Code, Family Law § 2-406, the ceremony must take place in the county where the license was issued.

If you do not live in Maryland but want to marry in Howard County, a non-resident affidavit option is available. Contact the clerk's office at 410-313-5850 for details on that process. The same $50 fee applies. Mail applications using the affidavit process require a certified check or money order.

Civil Ceremonies at the Howard County Courthouse

The Howard County Clerk's office performs civil marriage ceremonies for $25. Payment can be made by cash, or by Visa, Mastercard, or Discover credit card. If you pay by card, bring a photo ID that matches the name on the card. Ceremonies are by appointment only. Call 410-313-5850 to schedule after your license has been issued and the 48-hour waiting period has passed. Do not book the ceremony before the waiting period ends.

Ceremony time windows are Monday through Friday, 9:00 AM to 11:00 AM and 1:00 PM to 3:00 PM. The courthouse is in Ellicott City, so Columbia residents will need to drive there. Both parties must bring valid photo ID. A limited number of guests is permitted. The civil ceremony option works well for couples who want a simple, fast, and low-cost legal marriage without planning a full event. It is also practical when a legal marriage is needed quickly for insurance, benefits, or immigration purposes.

Certified Copies of Columbia Marriage Records

Certified copies of Howard County marriage records cost $5.50 each. You can request them in person at the courthouse in Ellicott City or by mail. For mail requests, send a written request to the Marriage License Department at 9250 Judicial Way, Suite 1900, Ellicott City, MD 21043. Make the check or money order payable to "Clerk, Circuit Court for Howard County." Include both parties' names as they appear on the marriage license, the date of marriage, the number of copies you need, and a return address and phone number.

Certified copies carry the clerk's official seal, which makes them legally valid for name changes with the Social Security Administration, passport applications, estate proceedings, and other official uses. A plain copy does not carry the seal and will not work for most legal purposes. Always request certified copies if you need the record for anything official. The Maryland Judiciary Case Search allows access to some court records online, though marriage licenses are not searchable there.

Historical Marriage Records for Columbia Residents

Howard County has one of the most useful local genealogy resources for marriage research in Maryland. The Howard County Historical Society maintains a searchable database of over 38,000 ministers' returns of marriage licenses covering 1860 to 1939. These records were filed with the county clerk at the time of each marriage and contain detailed information about both parties.

The Howard County Historical Society is at 9421 Frederick Road, Ellicott City, MD 21042. Phone is 410-480-3250. Their marriage records database is searchable online at hchsmdsearch.org. The search is free. Fees apply if you order copies. The online records include state or country of birth, race, previous marriage status, occupation, minister's name, and the town where the marriage took place. The marriage license request page at hchsmd.org explains how to order copies from the society.

One notable fact about Howard County's historical records: over 90 percent of marriages recorded in the county during the late 1800s and early 1900s involved couples from outside Howard County. This happened because Howard County had no waiting period at the time, which drew couples from surrounding areas who wanted to marry quickly. That history means the HCHS database may include records for people who lived in other Maryland counties or other states, not just Howard County residents.
