Despite being one of the most well-known communities in the Washington metro area, it remains an unincorporated community under Montgomery County jurisdiction. All marriage services go through the county court in Rockville. That means one phone number and one location handles everything for Bethesda residents: applications, certified copies, and civil ceremony bookings.
The Montgomery County marriage license page covers current fees, application requirements, and civil ceremony scheduling. The Circuit Court homepage lists all departments. Review both before visiting to verify current hours.
Applying for a Marriage License in Bethesda
Both parties must appear together at the License Department in Rockville to apply for a Montgomery County marriage license. You cannot apply alone or by mail for a standard license. Bring a valid government-issued photo ID and your Social Security number. If either party was previously married, bring proof showing how that marriage ended, with the date and place of the divorce or death.
The license fee is $55. Under Md. Code, Family Law § 2-401, a valid license is required before any Maryland ceremony. After the clerk issues the license, a 48-hour waiting period under Md. Code, Family Law § 2-405 applies. The license becomes effective at 6:00 AM on the second calendar day after you apply. It is valid for six months from that date.
Under Md. Code, Family Law § 2-406, the ceremony must take place in the county where the license was issued. A Montgomery County license is valid for ceremonies within Montgomery County. Bethesda is in Montgomery County, so ceremonies held in Bethesda or anywhere in the county are valid. If you plan to hold your ceremony in Washington, D.C., you would need a D.C. marriage license instead.
Bethesda's location on the Maryland-D.C. border is worth noting for couples who are uncertain which jurisdiction applies. If you live in Bethesda and plan to marry in Bethesda, the Montgomery County clerk's office is the right place. If the ceremony will cross into D.C., that is a different license from a different court entirely.
Civil Ceremonies for Bethesda Residents
The Montgomery County Circuit Court offers civil marriage ceremonies for $25. Cash or money order only; no credit cards for this fee. Ceremonies are by appointment. Call (240) 777-9460 to schedule after your license has been issued and the 48-hour waiting period has passed.
The ceremony attendance limit is 10 people total, including both parties. That means you can bring up to eight guests. The ceremony itself takes about 10 minutes. Arrive at least 10 minutes before your scheduled time. The courthouse in Rockville is about 20 to 30 minutes from central Bethesda depending on traffic. The $25 fee is separate from the $55 license fee.
Certified Copies of Bethesda Marriage Records
Certified copies of Montgomery County marriage records cost $5.50 each. You can request them in person at the Rockville courthouse or by mail. For mail requests, write to the Circuit Court License Department at 50 Maryland Avenue, Rockville, MD 20850. Include both parties' full names as listed on the license, the approximate year of marriage, the number of copies needed, and your return address and phone number.
