How to Apply for a Harford County Marriage License

Both parties must appear in person together. Bring valid photo ID for each applicant. Under Md. Code, Family Law § 2-401, a license is required before any marriage can take place in Maryland. Harford County follows this rule without exception.

After you apply, there is a 48-hour waiting period. Once the license is issued, it is valid for six months. You must use it within that window. The ceremony must take place in Maryland, though neither party needs to be a Maryland resident to apply. Couples from Pennsylvania, Delaware, and other nearby states regularly come to Harford County to get their license.

Non-resident applications are accepted. If you were married abroad and want to record your foreign marriage in Maryland, Harford County can handle that as well. Under Md. Code, Family Law § 2-502, recording a foreign marriage carries no fee. Corrections to existing marriage records are also available when supported by proper documentation.

Note: The ceremonial room at 24 Office Street holds a maximum of 20 guests. This limit is strictly enforced. Contact the office at 410-638-3489 to schedule a civil ceremony appointment.

Requesting Certified Copies of Harford County Marriage Records

Add your name, return address, and phone number. Make checks payable to the Circuit Court for Harford County.

Certified copies cost $5.50 each. They are needed for legal purposes like name changes, insurance updates, spousal benefits claims, or immigration paperwork. Plain copies at $0.50 work for reference purposes but are not accepted as official documents. If you are unsure which type you need, call the office before sending payment.

Harford County Marriage Records: Historical Background

Harford County was created on December 17, 1773, carved out of Baltimore County. It is one of the older counties in Maryland, and its marriage records reflect that long history. The county's marriage records go back to 1779, just a few years after the county's formation. That gives researchers a nearly 250-year span of documented marriages to search.

Not all early records survived intact. A courthouse fire in 1858 destroyed some documents. Despite that loss, significant historical records remain. Marriage licenses from 1779 to 1851 and from 1851 to 1886 are preserved at the Maryland State Archives in Annapolis. The MSA marriage records guide explains what survives from Harford County and how to access it. If you are doing genealogy research on Harford marriages from the 1800s, the Archives is the right place to start.

Records from more recent decades are held at the Circuit Court. For marriages from 1990 onward, copies are also available through the Maryland Department of Health's vital records division. The Circuit Court remains the primary source for anything before 1990.

Harford County Marriage Records: Legal Framework

Maryland's marriage licensing process is governed by Md. Code, Family Law § 2-405, which sets the 48-hour waiting period and the six-month validity window. Both rules apply statewide, and Harford County does not have any local exemptions.

Both parties must be at least 18 years old. Maryland removed all exceptions for younger applicants, so there is no longer a parental consent option for minors. Each applicant must provide their full legal name, date of birth, Social Security number, and current address. If either party was previously married, the Clerk may ask how that marriage ended.

Recording a foreign marriage in Harford County is handled under Md. Code, Family Law § 2-502. There is no fee for this, making it straightforward for couples married abroad who need an official Maryland record. Corrections to existing records require supporting documentation, such as a court order or original certificates. Call the office to find out what documents they need before submitting a correction request.

The Maryland Department of Health Vital Statistics Administration provides additional access to marriage records for ceremonies from 1990 to the present.
